In what is expected to be Gordon Brown's final budget, the Chancellor of the Exchequer presented a budget with mixed messages, the headline items being cuts in income tax and corporation tax. Unfortunately, the hoped-for simplification of the tax and regulatory environment seems no closer to fruition. The environment was touted as the centre-piece of the budget but it is the motorist that gets to pick up the tab for the Chancellor's environmental outlook: not an enticing prospect for medium businesses that are dependent on road transport as other parts of transport infrastructure still needs lots of help.
Michael Izza, chief executive of the Institute of Chartered Accountants in England and Wales (ICAEW), a knowledge partner of M Institute, said, “Whilst we welcome many of the specific measures that the chancellor has announced, it’s still a piecemeal budget which tinkers with the system rather than starting the comprehensive reform which is so overdue. The challenge for his successor will be to reform as much as to be prudent.”
